The Green Citizens' Action Alliance (GCAA) is a national non-governmental organization with a mission to "promote social justice and create a sustainable environment." We seek to transform ideals into action, to protect Taiwan's environment.
Established in June 2000, GCAA has long been concerned about various environmental issues in Taiwan, committed to assisting "vulnerable populations and the environment" that have been sacrificed. We believe that long-term sustainable development for the nation must accord to "information transparency, public participation, and social justice and fairness." It promotes social reform through policy supervision, public education, and direct action.
We believe that the controversies caused by environmental issues in fact reflect the deficiencies of the system. The environmental movement is "citizen action" that strives for the right to decide public policies. GCAA advocates that environmental justice must embody social justice and actively connects various social forces to bring about change. Through "social education," it aims to make the public understand that there is another possibility for more sustainable development, ensuring that resources are not endlessly and unreasonably exploited.
"Green" reflects the long-term values of the environmental movement. "Citizens' Action" emphasizes the importance of prioritizing the participation of socially vulnerable citizens in relevant processes. "Alliance" refers to how we hope to align with the strength of various peoples, to create a transdisciplinary, multi-community dialogue and mutual assistance, to collectively promote policy to allow for the reasonable distribution of national resources, and sustainability as an ideal for society.
GCAA is not just an environmental group. Rather, we hope to be an organization that aims to be a supporting organization for "citizen action," working together with everyone to strive for the creation of a just civil society.
Initiated the "Thaubing(Transparent) Footprints" website in 2017 to collect information on corporate environmental violations and real-time air and water pollution discharge data. This platform encourages public participation in monitoring corporate pollution. In 2020, GCAA integrated information on corporate pollution fines and product manufacturers to develop the "Scan Before You Buy" mobile app. In 2021, we launched the "ESG Detector" website, incorporating corporate ESG (Environmental, Social, and Governance) sustainability information into the database, contributing to the ongoing promotion of corporate sustainability transformation.
Amendment to Climate Law: Advocate for the 2050 net-zero goal into legislation, enhance governance structures, clearly define responsibilities for each government department, and include a dedicated chapter of adaptation. This aims to strengthen the legal foundation for climate governance.

Since 2013, we have organized Taiwan's first film festival focusing on nuclear power and climate. Through nationwide screenings and tours, we connect campuses, communities, and businesses, fostering a broader social dialogue on nuclear power and climate issues.
Advocating for amendments to increase penalties for serious offenses such as pollution and data falsification, enhancing deterrence against corporate violations. Calling for consideration of the environmental and health hazards in determining penalties, providing clear guidelines for imposing fines.
Advocating for a nuclear-free homeland through collaboration with local anti-nuclear self-help groups around nuclear power plants, organizing anti-nuclear marches, researching the current state of the international nuclear industry, nuclear fuel extraction, and the hazards of nuclear disasters, as well as conducting research on nuclear waste policies, to promote the realization of a nuclear-free home.
